Water and sewer utility payments- The Village of Rio Water & Sewer utility bills quarterly. Customers who do not make payment before the due date listed on the billing will receive a ten-day disconnect notice. Payment must be made within ten days to avoid having water service disconnected.
Tax payments may be made in person at the Village Hall during the office hours listed, by using the drop box located near the main entrance to the Village Hall, or by mail. Please have a check for the correct amount of taxes being paid. A refund check cannot be issued immediately. We do not accept credit or debit cards. If using the drop box or mail to make a payment, and you would like a receipt, please enclose a stamped, self-addressed envelope. Homeowners not receiving a lottery credit on their tax bill should contact the Village office to see if they are eligible to receive this credit. This credit reduces the amount of the first installment. The Village Treasurer collects payments only until January 31. Second installments are paid directly to the Columbia County Treasurer. Everyone having a dog must have it licensed. If your pet is not licensed by April 1, you will pay a $5 penalty and may be fined.
Pet license fees:
Neutered or spayed dog $3.00
Not-neutered or spayed dog $8.00
Licenses can be purchased at the Village Hall or by mail. If purchasing by mail, please include a stamped, self-addressed envelope along with your payment. We will need proof of rabies shot(s). We must have the date, manufacturer and serial number of the shot. Your veterinarian will have this vaccination certificate.
Please contact the Village Hall before you start a home improvement project to determine if a permit is required. Work started before obtaining the proper permit could result in double the permit fees. Fee schedules and applications are available at the Clerk's office. General Engineering is our permit-issuing agent and inspection service. They are available to answer any questions you may have. Our building inspector is scheduled to be in Rio on Mondays. If you would like to meet with the inspector, contact the Village Clerk's office to make arrangements.

Payments made in person at the Clerk/Treasurer’s office or at Farmers & Merchants Union Bank on or before January 1, 2017 will be recorded as received in 2016. Payments made in the drop box will be collected on January 3rd at 8:00 am and will be counted as being received in 2016. Payments made in person at the Village office on January 3 will also be counted as being received in 2016 due to the office being closed on December 31 and January 2 for the holiday. If paying by cash please take payment directly to Farmers & Merchants Union Bank. Receipts will only be mailed if a self-addressed postage paid envelope is included with payment.

SNOW AND ICE REMOVAL
Please keep your side-walks clear of snow and ice to provide safe passage for everyone! The Village Board would like to remind residents and business owners that snow and ice MUST be removed from all side-walks. According to Village Ordinance 8.08(6)(C), property owners have 24 hours from the time snow ceases to accumulate to remove snow and ice from sidewalks that adjoin their property. Snow cleared from side-walks, driveways and parking lots cannot be shoveled, blown or plowed into the highway, street or any public right-of-way, where it poses a safety hazard to road crews, pedestrians and motorists. If you do not remove snow in a timely manner, the village will do it for you and bill you $75 per hour, 1 hour minimum. Any portion beyond a full hour will be charged the full hourly rate. Each 24-hour period will be considered a separate offense and billed according to ordinance.
NEW GARBAGE/REFUSE CONTRACTOR
Badger Disposal owners have retired and sold the business to Advanced Disposal. There are no immediate changes and we request that you give them time to figure out the routes. They have had a few problems but are working to correct them. You can call Advanced Disposal at 800-387-0949 with any questions or concerns.
